Amends Section 212.0241 of the Texas Election Code to specify that the no-ground-required recount provision applies only to paperless electronic voting system results, rather than all electronic voting systems

Allows candidates who lost an election to request an initial recount of paperless electronic voting system results without providing a specific ground or justification

Permits winning candidates to also request a recount if an opposing candidate's recount petition is approved but does not cover all voting system precincts in the election

Directs the Secretary of State to prescribe procedures necessary to implement recounts of paperless electronic voting system results without requiring specific grounds

Takes effect September 1, 2025
