Expands the allowable uses of the Texas Water Development Board's economically distressed areas account beyond current authorized purposes

Authorizes funding for platting or replatting costs to prepare areas for connection to public water supply or sanitary sewer systems

Limits the new platting/replatting funding to areas that were developed before the board adopted model rules under Section 16.343 of the Water Code

Maintains existing authority to use the account for state participation in federal programs assisting economically distressed areas with water and sewer projects

Takes effect September 1, 2025
