Authorizes commissioners courts in Texas counties bordering Mexico to adopt zoning regulations for unincorporated areas within platted residential subdivisions or tracts subject to certain subdivision requirements

Permits county zoning regulations covering building size and height, lot occupancy percentage, dwelling units per acre, setbacks and open spaces, utilities and roads, and permitted land uses

Requires a public hearing with at least 15 days advance notice published in a local newspaper before adopting zoning orders, with adoption requiring a majority vote of the full commissioners court

Establishes that proposed zoning changes protested in writing by owners of at least 20% of the affected area require a three-fourths supermajority vote to take effect

Creates a misdemeanor offense for violations punishable by fines of $500 to $1,000 per day, with cases tried in justice court

Takes effect September 1, 2025
