Creates a new Class B misdemeanor offense for intentionally harassing, intimidating, or threatening another person or group in a public place while wearing a mask or other headgear to conceal one's identity

Defines "harass" as a pattern of conduct intended to cause fear for safety or substantial emotional distress; "intimidate" as conduct intended to coerce action through fear; and "threaten" as communicating intent to cause imminent bodily injury or death

"Mask or other headgear" includes any article worn on the head that conceals identity or substantially increases difficulty in identifying the wearer

Provides affirmative defenses for mask-wearing primarily for holidays/celebrations, occupational safety, weather protection, theatrical productions, emergencies, health protection, or religious purposes

Takes effect September 1, 2025
