Requires 90-day advance notice to the Texas Parks and Wildlife Department before constructing any structure taller than 500 feet in qualifying counties

Applies only to counties with populations under 500,000 that either border the Gulf of Mexico and contain a National Wildlife Refuge, or are adjacent to such counties

Notice must include sufficient detail for the department to evaluate the proposed structure's impact on wildlife

Grants the department authority to seek injunctive relief in district court to limit or enjoin construction if it determines the structure would materially damage wildlife, without requiring the department to post a bond

Construction may proceed if the department takes no action within 90 days of receiving notice; effective immediately with two-thirds vote or September 1, 2025
