Certain municipal housing authorities (as described in Section 392.0162 of the Local Government Code) would only be required to follow competitive procurement procedures when purchases exceed the federal simplified acquisition threshold

The simplified acquisition threshold is defined by the Federal Acquisition Regulation (48 C.F.R. Section 2.101), which is currently set at $250,000

Purchases at or below the simplified acquisition threshold would be exempt from competitive procurement requirements for these specific housing authorities

The new procurement rules apply only to purchases made on or after September 1, 2025; prior purchases remain governed by existing law
