Requires sellers to provide purchasers with a written statement disclosing whether a property currently has water service before signing an executory contract for lots of five acres or less

Applies only to counties that contain a municipality with a population over 500,000 and are adjacent to an international border (targeting El Paso County area)

Mandates the water service disclosure statement be printed in both English and Spanish using 14-point bold-face type or 14-point capital letters

Allows purchasers to terminate the contract for any reason if the seller fails to provide the required disclosure, with termination allowed within seven days of receiving the notice or before the property transfer date, whichever comes first

Takes effect September 1, 2025
