Amends the definition of "neglect of duty" in the Education Code (Section 51.942) for tenured faculty at public institutions of higher education

Specifies that neglect of duty now explicitly includes failure to engage in classroom, laboratory, seminar, or clinical instruction

Adds neglect of research responsibilities—including study, investigation, discovery, and creation—as grounds for neglect of duty

Includes failure to attend to administrative tasks as part of the expanded definition of neglect of duty

Takes effect September 1, 2025
