Prohibits Texas public institutions of higher education from allowing telework for employees except under specific circumstances, beginning with the 2025-2026 academic year

Permits telework for employees with temporary illness, medical conditions or disabilities requiring reasonable accommodation under state or federal law

Allows telework for non-teaching staff who demonstrate ability to work with minimal supervision, manage time effectively, and hold positions not requiring daily physical presence or in-person interaction with students

Authorizes telework for instructors teaching only distance education or dual credit courses approved for remote instruction, faculty on temporary off-campus research assignments, and faculty providing telehealth services as part of their duties

Creates an exemption during catastrophic events (natural disasters, epidemics, power failures, cyber attacks, civil disturbances) that interfere with employees' ability to work in person, as determined by the institution's chief administrative officer
