Redefines the territory of the Angelina and Neches River Authority to encompass all land within the watershed of the Neches River and its tributaries

Specifies 17 counties included in the authority's jurisdiction: Anderson, Angelina, Cherokee, Henderson, Houston, Jasper, Nacogdoches, Newton, Orange, Polk, Rusk, Sabine, San Augustine, Shelby, Smith, Trinity, and Van Zandt counties

Replaces the previous territorial description based on 1935 and 1977 legislative acts with the updated watershed-based definition

Establishes that any boundary defects, irregularities, overlaps, or conflicts with other authorities or districts do not affect the authority's legal validity

Takes effect September 1, 2025
