Expands Medicaid dental coverage for recipients age 21 and older, including those with disabilities, to include services for pain relief, infections, tooth restoration, dental health maintenance, preventative care, and therapeutic treatment for dental disease

Requires the Health and Human Services Commission to analyze data on dental services provided under the new coverage, including number of recipients served, types of services, demographic breakdowns (age, disability, income), and average cost per recipient

Mandates the Legislative Budget Board evaluate cost and utilization trends over three consecutive years to determine whether the expanded dental coverage increased overall Medicaid spending

Legislative Budget Board must publish an evaluation report and findings summary on its website by February 1, 2029, with a draft provided to the commission at least 30 days before publication

Contains an automatic termination provision: if the Legislative Budget Board finds the expanded dental coverage increased overall Medicaid spending, the commission must immediately discontinue reimbursement and the relevant statutory sections expire
