Expands mandatory disclosure of government contracting information by removing exceptions under Sections 552.108(a), 552.110, 552.1101, and 552.131 for contract terms including total price, delivery deadlines, remedies for breach, party identities, subcontractors, execution dates, and any tax abatements or reductions received by contractors

Adds new disclosure requirements for communications between governmental bodies and vendors/contractors containing pricing or performance information, and requires disclosure of operating costs as part of affiliate pricing

Raises the standard for withholding competitive bidding information by requiring governmental bodies to demonstrate release would provide a "decisive advantage" to competitors rather than just "an advantage"

Prohibits governmental bodies from delaying release of covered contracting information to allow vendors to assert disclosure exceptions, and requires release without redactions unless legally mandated

Creates a narrow exception for proprietary information from engineers and architects responding to qualification requests, protecting their approach to work, organizational structure, and processes if they have taken reasonable confidentiality measures and the information is not in an executed contract
