Authorizes the governor to appoint a person to fill any vacancy on the commission until the next general election

Updates the Election Code to list "oil, gas, and minerals commissioner" instead of "railroad commissioner" in the order of statewide offices on ballots

Preserves all existing agency powers, duties, personnel, property, appropriations, rules, contracts, and pending proceedings despite the name change, with the commission remaining subject to sunset review with abolishment scheduled for September 1, 2029 unless continued
