Eliminates the deer breeder's permit requirement from the Parks and Wildlife Department, allowing persons to possess live breeder deer (white-tailed or mule deer) for propagation without obtaining a state permit

Requires breeder deer to be surrounded by a fence at least 8 feet in height at all times, increased from the previous 7-foot requirement for release sites

Removes deer breeding facilities from the definition of "agricultural business" eligible for certain state agricultural programs and financing under the Agriculture Code

Repeals numerous regulatory provisions including permit applications, record-keeping requirements, reporting obligations, inspection authority, and related administrative sections governing deer breeders

Directs the Parks and Wildlife Commission to adopt, amend, or repeal rules as necessary to implement these changes, effective September 1, 2025
