Prohibits any person from adding fluoride compounds (including sodium fluoride, hydrofluoric acid, sodium silicofluoride, and fluorosilicic acid) to public water supplies for fluoridation purposes, regardless of concentration level

Defines "public water supply" as systems serving at least 15 service connections or averaging at least 25 people for at least 60 days per year

Exempts naturally occurring fluoride in water sources and fluoride used in industrial or manufacturing processes unrelated to public water treatment

Establishes penalties of $500 for first violations and $1,000 for subsequent violations

Assigns enforcement authority to the Texas Commission on Environmental Quality, with an effective date of September 1, 2025
