Establishes that deer located on privately owned land become the personal property of the landowner, provided the land is enclosed by a fence at least seven feet high capable of retaining deer under normal circumstances

Creates an exception to the existing Texas law that declares all wild animals inside state borders to be property of the people of the state

Amends Parks and Wildlife Code Section 1.013 to specify that the new deer ownership provision applies as an exception to the general rule that fences do not affect the status of wild animals as public property
