Requires wind and solar power facility lease agreements to include provisions making the grantee (facility operator) responsible for collecting, reusing, or recycling all facility components that can practicably be recycled, including turbine blades and photovoltaic modules

Mandates proper disposal of non-recyclable components at authorized facilities—hazardous materials at hazardous waste facilities and nonhazardous materials at municipal solid waste landfills or other appropriate disposal sites

Expands the definition of "wind power facility" to explicitly include related components such as nacelles, rotor hubs, blades, and gearbox assemblies

Updates financial assurance requirements so that the amount must now cover not only facility removal and property restoration costs, but also recycling and disposal costs, with estimates updated by a licensed professional engineer every five years

Applies only to wind or solar power facility agreements entered into on or after September 1, 2025; existing agreements remain governed by prior law
