Establishes new Chapter 376 in the Health and Safety Code requiring recycling facilities that process wind turbine components, solar energy devices, and battery energy storage systems to submit annual reports to the Texas Commission on Environmental Quality (TCEQ) by January 15 each year

Annual reports must include an inventory of all renewable energy components accepted but not yet recycled, an estimated timeline for recycling, and a cost estimate prepared by an independent, Texas-licensed professional engineer

Requires facility owners to maintain financial assurance equal to 125% of estimated recycling costs, with acceptable forms including parent company guaranty with investment-grade credit rating, letter of credit, or bond

Prohibits accepting, processing, or repurposing renewable energy components for compensation without complying with the chapter's requirements, with violations subject to administrative penalties up to $500 per day per violation

Directs TCEQ to maintain a public list on its website of recycling facilities in compliance with these requirements, with the act taking effect September 1, 2025
