Prohibits the Hays Trinity Groundwater Conservation District from requiring meters on wells used solely for domestic or agricultural purposes that cannot produce more than 25,000 gallons of groundwater per day

Authorizes the district to assess a production fee on groundwater withdrawals, capped at 30 cents per 1,000 gallons, with revenues usable for any lawful purpose

Exempts wells used exclusively for agricultural purposes and permit-exempt domestic wells from the new production fee

Removes previous restrictions that limited the district's fee authority to only specific fee types, while maintaining the prohibition on imposing taxes

Repeals Sections 8843.055, 8843.103, 8843.104, and 8843.152 of the Special District Local Laws Code governing the district
