Increases the maximum civil penalty for violating groundwater conservation district rules from $10,000 to $25,000 per day per violation, with each day of a continuing violation counting as a separate offense

Authorizes courts to assess penalties exceeding the $25,000 daily maximum if the violator gained an economic benefit from the violation that was greater than the maximum penalty amount

Requires any penalty exceeding the standard maximum to be set at an amount the court determines necessary to outweigh the economic benefit gained and discourage future violations

Applies only to suits filed on or after September 1, 2025; suits filed before that date remain subject to prior penalty limits
