Requires vehicle storage facility operators to sell abandoned vehicles through internet websites approved by the Texas Department of Motor Vehicles, rather than allowing optional public sales as under current law

Mandates that operators report abandoned vehicles to law enforcement with jurisdiction after 10 days of unclaimed status, removing the previous condition that reporting only occur "if required" by the law enforcement agency

Directs the Texas DMV board to adopt rules for approving and regulating internet auction websites, including application requirements, eligibility standards, operational regulations, and revocation authority

Prohibits operators from selling flood-damaged salvage vehicles online without proper disclosure to the website and DMV; violations result in liability for triple repair costs plus attorney's fees, and repeat offenders may lose their license

Excludes storage fees for abandoned vehicles sold under these provisions from "total consideration" for motor vehicle sales tax purposes

Applies to vehicles received in storage on or after September 1, 2025
