Establishes the Texas Geothermal Energy Production Policy Council within the Railroad Commission of Texas to study and make recommendations on geothermal energy development policy

Council membership includes the commission chair (or designee), the director of UT Austin's Bureau of Economic Geology (or designee), and up to 11 additional members appointed by the commission representing various stakeholders, including 3-5 geothermal industry representatives

Council responsibilities include studying geothermal energy industry development, analyzing tax incentives and potential federal cooperation with the U.S. Department of Energy's Geothermal Technologies Office, and developing a state plan for geothermal production oversight

Council members receive no compensation or expense reimbursement for their service

Council is abolished and the section expires January 1, 2032; act takes effect September 1, 2025
