Requires the State Board for Educator Certification to create bifurcated supplemental bilingual education certificates, with one certificate for teaching students in 6th grade and below and a separate certificate for teaching students in grades 7-12

Allows candidates who fail the Bilingual Target Language Proficiency Test to retake only the specific sections/domains they did not pass, rather than the entire exam

Permits candidates retaking failed test sections to demonstrate language proficiency through fewer components, including eliminating the lesson plan preparation requirement for those who failed a domain requiring that component

Directs the State Board for Educator Certification to propose rules implementing these new certification requirements as soon as practicable after the effective date

Takes effect September 1, 2025
