Creates an exemption from voter approval requirements (Subsection (b) of Section 253.001, Local Government Code) for conveyance of municipal park land under specific conditions

Applies only to municipalities with at least 140,000 population located in counties with at least 800,000 population that are on an international border and do not contain a city over 500,000 (criteria matching Hidalgo County/McAllen area)

Park land must be located within one mile of a convention facility owned by the municipality to qualify for the exemption

Conveyance must be authorized by resolution or ordinance adopted by the municipal governing body

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
