Applies to Texas counties with populations exceeding 1.2 million, allowing sheriffs and constables to independently contract with local governments, property owners' associations, or landowners to provide law enforcement services without commissioners court approval

Prohibits commissioners courts from restricting these law enforcement contracts or transferring money appropriated to sheriff or constable offices to the county's general revenue fund or other accounts

Expands election requirements for counties that reduce law enforcement funding to include mid-year budget changes, reallocation of unspent law enforcement funds, and reallocation of funding for specific law enforcement positions to other agencies

Requires contract revenue received by sheriff or constable offices to be credited directly to those offices rather than general revenue, and prohibits reducing their appropriations by the amount of contract money received

Mandates compensation parity for employees in equivalent positions across the sheriff's office, all constable offices, and other county-funded law enforcement agencies with primary policing responsibilities
