Licensing entities that receive complaints against health care practitioners licensed by a different entity must promptly forward a copy of the complaint to the appropriate licensing entity

A licensing entity cannot take disciplinary action against a practitioner licensed by a different entity unless that other entity refers the complaint back for investigation and resolution

Complaints credibly accusing a health care practitioner of conduct resulting in death or serious bodily injury must be promptly forwarded to an appropriate law enforcement agency

Licensing entities retain authority to investigate and discipline practitioners they directly license, regardless of complaint referral requirements

Takes effect immediately with two-thirds vote or September 1, 2025; applies only to complaints filed on or after the effective date
