Creates a new civil cause of action for online impersonation, defined as using someone's name, voice, signature, photograph, or likeness on social media without consent to create a false identity with intent to harm, defraud, intimidate, or threaten

Prevailing claimants may recover actual damages (including counseling, identity theft, and libel-related costs), the defendant's profits from the impersonation, exemplary damages of at least $500, plus attorney's fees and court costs

Courts may issue temporary restraining orders or permanent injunctions to stop the online impersonation

Exempts law enforcement agencies investigating internet crimes and online impersonation done solely for satire or parody purposes

Does not impose liability on interactive computer services (social media platforms) for content provided by users, consistent with federal Section 230 protections
