Prohibits student organizations at Texas public higher education institutions from accepting gifts or entering into contracts/agreements that provide financial support from foreign adversaries or their agents

Defines "foreign adversary" as countries identified by the U.S. Director of National Intelligence as national security risks in recent Annual Threat Assessments, or countries designated by the Texas governor after consulting with the Department of Public Safety director

Requires student organizations to annually certify compliance with the prohibition to their institution

Mandates institutions terminate recognition or registration of student organizations found in violation, and prohibits providing any benefits to violating organizations

Applies beginning with the 2025-2026 academic year; takes effect immediately upon two-thirds vote or September 1, 2025
