Establishes a recycling market development program within the Texas Commission on Environmental Quality (TCEQ) to promote recycling infrastructure and technology, facilitate economic benefits from recycled materials, and make policy recommendations

Creates a 13-member Recycling Market Advisory Council with representatives from various industries including paper/pulp, plastics, aluminum, glass, organics recycling, beverage, and packaging sectors, with members serving five-year terms

Establishes the Texas Recycling Fund as a dedicated account to provide grants and loans to businesses and public universities for recycling research, infrastructure expansion, equipment upgrades, contamination reduction, and rural community recycling services

Requires the program administrator to update the recycling market development plan every two years (changed from every four years) and submit it to the governor and legislature, including reports on research progress and grant/loan status

Authorizes the program administrator to conduct research on recycling collection techniques, manufacturer access to materials, supply/demand relationships, and facility technology improvements, as well as pursue federal funding opportunities for recycling initiatives
