Amends Section 13.043(c) of the Texas Water Code governing appeals of water, drainage, or sewer rate changes to the Public Utility Commission of Texas

Maintains existing requirement that appeals must be filed within 90 days after the effective date of a rate change or within 90 days after a municipality or county governing body makes a final decision

Creates an alternative pathway for filing rate appeal petitions, allowing signatures from either 10% of ratepayers within the same customer class OR the lesser of 10,000 or 10% of all affected ratepayers

The customer class option allows smaller groups of ratepayers (such as residential or commercial customers) to initiate appeals without needing to gather signatures across all rate classes

Takes effect immediately upon receiving two-thirds vote in both legislative chambers, otherwise takes effect September 1, 2025
