Creates a new Cosmetic Injector Certificate regulated by the Texas Department of Licensing and Regulation, requiring certification for anyone performing cosmetic injections including injectable drugs, treatments that pierce or damage the dermis, and cosmetic device use

Exempts physicians, licensed dentists, and licensed health care professionals working under physician delegation from the certificate requirement

Requires applicants to complete 40 hours of department-approved foundational training (covering facial anatomy, safety protocols, injection technique, emergency management, and legal compliance) plus 50 supervised cosmetic injection procedures

Certificates expire after 2 years and require 8 hours of continuing education for renewal; criminal background checks are mandatory for all applicants

Provides a grandfathering provision allowing individuals with at least 2 years of continuous experience under physician delegation before September 1, 2025 to obtain certification without training if they apply by September 1, 2026; certificate requirement takes effect September 1, 2026
