Establishes that minimum motor fuel quality standards in Texas must conform to the most recently adopted ASTM International petroleum standards, specifically requiring gasoline and gasoline-ethanol blends to meet ASTM Designation D4814 requirements

Requires motor fuel metering device specifications and tolerances to follow the most current edition of NIST Handbook 44, replacing the previous reference to National Institute of Standards and Technology recommendations

Grants a vapor pressure tolerance waiver of 1.0 pound per square inch for gasoline blended with up to 15% ethanol, except during May 1 through October 1 in counties required to comply with low emissions fuel standards

Allows a 15-day extension for seasonal vapor pressure specifications to permit distribution of existing fuel stocks, while prohibiting early retail sale of higher volatility fuel before the effective date of that classification

Provides flexibility for fuel sold near the 99-degree longitude line during periods when areas on either side have different volatility classes, allowing compliance with either area's standards
