Expands the exemption from oversize/overweight vehicle permit requirements to allow the Texas Department of Motor Vehicles to exempt vehicles owned by any governmental entity, not just municipalities and counties

Creates new Section 623.009 authorizing the department to waive permit fees and surety requirements (including bonds or letters of credit) for oversize/overweight vehicle permits issued to governmental entities

Exempts permits issued under Section 623.071(d) from the highway maintenance fee requirement, which ranges from $150 to $375 based on vehicle weight

Grants the department rulemaking authority to exempt government-owned vehicles from escort flag vehicle requirements

Takes effect September 1, 2025
