Expands the definition of "critical care residential customer" in the Texas Utilities Code to include residents who depend on an elevator to access or exit their home, in addition to those dependent on electric-powered medical devices to sustain life

Requires a physician diagnosis confirming the resident's dependence on either the life-sustaining medical device or the elevator for home access

Applies to residential electric customers who have a person permanently residing in the home meeting the new eligibility criteria

Takes effect immediately upon receiving a two-thirds vote in both legislative chambers, or September 1, 2025, if that threshold is not met
