Creates the Texas Energy Efficiency Council within the Public Utility Commission to provide a statewide collaborative approach to promoting energy efficiency and coordinating federal funding opportunities from agencies like the U.S. Department of Energy and HUD

Establishes an 11-member council composed of ex officio members including leaders from TCEQ, ERCOT, PUC, the Comptroller, Texas Department of Housing and Community Affairs, Texas Water Development Board, and other state agencies

Requires the council to develop and publish a searchable online database of all operating energy efficiency programs in Texas, allowing consumers to find programs available in their service area by entering their address

Mandates biennial reports to the legislature due January 15 of each odd-numbered year containing evaluations and recommendations on energy efficiency performance statewide

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025; exempts the council from Open Meetings Act and Public Information Act requirements except for certain public information provisions
