Amends Section 38.078(d) of the Utilities Code to add a new criterion for the Public Utility Commission when approving electric utility resiliency plans

Requires the commission to consider the extent to which a utility's plan enhances service reliability for vulnerable customers, specifically including elderly persons and persons with disabilities

Maintains existing requirements that the commission consider system resiliency improvements, prioritization of lower-performing areas, and estimated implementation costs

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
