Requires the Texas Department of Transportation to hold quarterly public meetings in each department district during development of the statewide transportation improvement program

Meeting notices must be published in the Texas Register at least 15 days before each meeting, and the department must accept verbal public comments and questions during meetings

Department must prepare written debriefing assessments summarizing meeting highlights, public comments, and key issues raised, then make these available on the department website or through email

Requires development of a response mechanism to inform stakeholders which public ideas are being incorporated into the program and explain why other ideas were not adopted

Project designs for any transportation project in the statewide improvement program cannot be considered until a public meeting has been held to discuss that project

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
