Prohibits motor vehicle manufacturers from using technological or legal barriers that prevent owners from accessing vehicle-generated diagnostic data, using independent repair facilities, or choosing aftermarket parts

Requires manufacturers to provide vehicle owners free, unrestricted access to real-time diagnostic and maintenance data generated by their vehicles, including through wireless telematics systems via standardized access platforms

Mandates that manufacturers make critical repair information, tools, schematics, software, and training materials available to owners, independent repair shops, and aftermarket parts makers at fair, reasonable, and nondiscriminatory costs

Bars manufacturers from mandating specific brands of parts, tools, or equipment in repair guidelines (except for recalls/warranties), and requires prominent notices that owners can choose their own repair products

Establishes civil penalties of up to $10,000 per violation per day, enforceable by the attorney general, and assigns the Texas Department of Motor Vehicles to adopt rules and submit biennial reports on enforcement
