Creates a one-time fee of $12.75 (reduced from $16.75) for initial 24-month registration of qualifying new vehicles, and a $16.25 one-time fee for vehicles registered under the three-year registration option

Directs all inspection program replacement fees to be deposited to the Texas Mobility Fund, eliminating previous allocations to the general revenue fund and clean air account

Repeals multiple Transportation Code sections related to vehicle inspection requirements, including Sections 548.051(a) and (c), 548.052, 548.054, 548.1025, 548.104(d), 548.501(a), and 548.5035
