Requires the Texas Commission on Environmental Quality (TCEQ) to send air quality permit applications for concrete crushing facilities and concrete batch plants to local governing bodies for review before issuing permits

Applies to facilities located in municipalities with populations over 2 million that lack zoning regulations (targeting Houston) or in unincorporated areas of counties with populations over 4.5 million (targeting Harris County)

Prohibits TCEQ from issuing permits until at least 31 days after the local governing body receives the application, unless the governing body approves it sooner

Grants municipalities and counties veto power to reject permit applications within the 30-day review window, which would block TCEQ from issuing the permit

Takes effect September 1, 2025, and applies only to applications filed on or after that date
