Landlords must provide tenants a right of first refusal before selling a manufactured home community, with notice sent by certified mail within 14 days of receiving an offer the landlord conditionally accepts or plans to accept

Tenants have 120 days from the initial notice to form an association (requiring more than 50% tenant participation) and submit a matching purchase offer to the landlord, who must respond within 7 days

The right of first refusal expires after 90 days if 50% or more of tenants decline to participate, or after 121 days if no purchase offer is submitted by the tenants' association

Tenants' associations may assign their purchase rights to municipalities, counties, state or tribal governmental entities, housing authorities, or nonprofit organizations

Exemptions apply to gifts or sales to family members, transfers to family trusts, and sales resulting from condemnation proceedings; the law takes effect September 1, 2025
