Repeals Texas's near-total abortion ban and numerous abortion restrictions, redefining "abortion" as a procedure performed after pregnancy verification to terminate pregnancy, excluding birth control devices and oral contraceptives from the definition

Allows minors to consent to pregnancy-related medical treatment including abortion without parental consent, and permits minors to consent to contraception-related examinations and treatment

Requires health insurance plans to cover abortion services, all FDA-approved contraception, and voluntary sterilization without cost-sharing, prior authorization, utilization review, or coverage delays

Expands Medicaid eligibility under the Affordable Care Act and extends postpartum Medicaid coverage from 12 months to 24 months, while requiring Medicaid reimbursement for abortion, contraception, and sterilization services regardless of federal funding availability

Repeals restrictions on gender-affirming care for minors (Subchapter X, Chapter 161, Health and Safety Code) and removes provisions prohibiting physicians from performing such procedures
