Requires the Texas Commission on Environmental Quality (TCEQ) to consider civil suits and enforcement actions taken by local governments against concrete batch plant operators when reviewing permit renewal applications

Applies specifically to permanent concrete plants that perform wet batching, dry batching, or central mixing operating under standard air permits

Mandates that local government enforcement actions under Water Code Chapter 7 be factored into the TCEQ's compliance history classification when determining whether and under what conditions to renew permits

Applies only to permit renewal applications submitted to TCEQ on or after September 1, 2025

Adds new Section 382.051955 to the Health and Safety Code governing standard permits for concrete batch plants
