Requires newly appointed Texas Lottery Commission members to sign an acknowledgment of their duties as soon as practicable after their term begins and submit it to the executive director for retention

The acknowledgment must confirm understanding of statutory responsibilities including adopting rules under strict interpretation of Government Code Chapter 466

Commission members must acknowledge specific mandatory duties covering lottery security, revenue apportionment, prohibiting sales to minors under 18, prohibiting telephone lottery play, and protecting winner privacy

The acknowledgment also covers discretionary rulemaking duties including game types, ticket prices, prize amounts, drawing frequency, sales locations, advertising, vendor qualifications, and confidentiality of operational information

Current commission members whose terms began before September 1, 2025 must sign the acknowledgment as soon as practicable, with this transitional provision expiring January 1, 2026
