Allows gas utilities to defer costs for infrastructure (plant, facilities, equipment) that has been placed in service but is not yet being recovered through customer rates, treating these as a "regulatory asset" for future recovery

Permits deferral of post in-service carrying costs (calculated using the utility's pre-tax weighted average cost of capital), depreciation, ad valorem taxes, and incremental operations and maintenance expenses associated with unrecovered gross plant

Requires the regulatory asset to be included in the Railroad Commission of Texas's authorized cost recovery mechanism under existing Section 104.301 of the Utilities Code

Mandates Railroad Commission review of deferred costs during general rate proceedings, with costs subject to refund if the Commission orders a disallowance

Requires the Railroad Commission to adopt implementing rules within 180 days of the effective date; applies only to cost recovery proceedings commenced after the Act takes effect
