Adds PSAT and PreACT to the list of qualifying exams (alongside SAT and ACT) that can exempt students from Texas Success Initiative assessment requirements if they achieve scores set by the coordinating board

Expands the definition of "student" to include those enrolled in programs leading to certificates, degrees, or other undergraduate credentials, as well as dual credit courses

Exemptions based on qualifying test scores remain valid for five years from the date the student takes the test and achieves the required score

Changes apply beginning with entering undergraduate students at public institutions of higher education for the 2025 fall semester

Takes effect immediately with two-thirds legislative vote, otherwise takes effect September 1, 2025
