Expands the Texas Penal Code harassment offense (Section 22.11) to include intentionally causing hospital personnel to contact blood, seminal fluid, vaginal fluid, saliva, urine, or feces while on hospital property

Applies to acts committed with intent to assault, harass, or alarm, but excludes contact that occurs in the ordinary course of delivering healthcare services

Defines "hospital personnel" broadly to include nurses, physicians, physician assistants, maintenance/janitorial staff, receptionists, and other individuals employed by or working in licensed general or special hospitals, including state-operated facilities

Adds this offense alongside existing protections for correctional facility staff, civil commitment facility employees, and public servants performing official duties

Takes effect September 1, 2025
