Requires the Texas Department of Transportation (TxDOT) to develop and implement a program allowing property owners adjacent to state highway rights-of-way to plant or replace vegetation for aesthetic enhancement or to improve property visibility

Limits the program to vegetation work within 500 feet of the participating property owner's land, including outer separation areas of the right-of-way

Property owners must bear all costs of planting or replacement, use only vegetation adapted to local conditions, and avoid interfering with public utility infrastructure

Preserves the state's right to use the right-of-way for road construction or reconstruction and clarifies that property owner participation does not constitute abandonment of the right-of-way

Exempts utilities performing work in the right-of-way from any obligation to replace vegetation or compensate property owners when vegetation removal is necessary for utility work
