Adds "United States Constitution and Texas Constitution" as a specific component of the required social studies foundation curriculum for Texas public schools

Converts the existing elective course on the U.S. and Texas Constitutions into a required half-credit social studies course for high school graduation, replacing the previous "economics or government & economics" option

Requires all school districts and open-enrollment charter schools offering high school programs to provide the Constitution course using State Board of Education-approved materials

Directs the Texas Education Agency to develop a list of free, open-source curricula for the Constitution course and to seek federal and private grant funds to support implementation

Applies to students entering ninth grade in the 2025-2026 school year or later, with students already in grades 10-12 continuing under previous requirements
