Expands the definition of "out-of-network provider" to include groups of providers identified by a National Provider Identification Number, group National Provider Identification Number, or Employer Identification Number

Changes arbitration fee responsibility from being split evenly between parties to requiring the losing party to pay all arbitrator fees and expenses

Requires the losing party to pay arbitrator fees within 30 days of receiving the written decision

Applies only to health care or medical services provided on or after January 1, 2026

Takes effect September 1, 2025
